The 3RF stands for Reform, Recovery and Reconstruction Framework (3RF).
It is a response plan to help Lebanon address the needs of its population after the Beirut Port explosion on the 4th August 2020. The framework was launched in December 2020 by UN Secretary General Antonio Guterres.

The 3RF represents a considerable window of opportunity to create permanent links between the government, civil society actors, the private sector and the international community. It strengthens the bonds and the communication between stakeholders. The 3RF allocates an important role to civil society at the policy-making, oversight and implementation levels (The World Bank 2020). As such, it has been revolutionary in its inclusion of civil society, as it aims at empowering and strengthening the role of CSOs in Lebanon.
